Some people long for the old time of colonialism, Apartheid, racial segregation and oppression!
In the USA things like in South-Africa can't exist. Unfortunately there are racist of any racial, ethnic, religious, cultural and political background in the world. White, black, colored, Asian and latino racists. It is a human treat unfortunately.
Today there is racism against white people in South-Africa, Zimbabwe (former Rhodesia) and Namibia.

Just a bit of additional information with this deplorable situation. The young killer," 21 years old Dylann, Roof", has been arrested.
As a personal note: It is certainly unclear to me for why such a promising young man would make him self over in the likeness of the Apartheid South Africa from long years in past. It would be a simply thing to say he is an impressionable young man who read too much, to many books of those racial years of South Africa. Perhaps so, perhaps not, what ever his reasoning, his motive was clearly demonstrated with such preplanned killing.

FLASHBACK: South Carolina measure requiring terrorists to register for $5 becomes lawBy Daniel Tencer Friday, February 5th, 2010 Five-dollar registration fee for persons planning to overthrow US government Terrorists who want to overthrow the United States government must now register with South Carolina's Secretary of State and declare their intentions -- or face a $25,000 fine and up to 10 years in prison. The state's "Subversive Activities Registration Act," passed last year and now officially on the books, states that "every member of a subversive organization, or an organization subject to foreign control, every foreign agent and every person who advocates, teaches, advises or practices the duty, necessity or propriety of controlling, conducting, seizing or overthrowing the government of the United States ... shall register with the Secretary of State." There's even a $5 filing fee. By "subversive organization," the law means "every corporation, society, association, camp, group, bund, political party, assembly, body or organization, composed of two or more persons, which directly or indirectly advocates, advises, teaches or practices the duty, necessity or propriety of controlling, conducting, seizing or overthrowing the government of the United States [or] of this State." The law also gives subversive organizations "subject to foreign control" 30 days to register with the state after setting up shop in South Carolina. While the intention of the law is apparently aimed at Islamic terrorists, it's unclear in the law's wording whether it can be applied to right-wing militias, some of whom have reputedly called for the overthrow of the US government. The law states that "fraternal" and "patriotic" groups are exempt from the law, but only if they don't "contemplate the overthrow of the government." While the law is clearly redundant -- there are plenty of statutes at the state and federal level through which terrorists can be prosecuted -- it reflects a not-uncommon pattern in some states of "doubling down" against particular crimes. For instance, South Carolina is among those states which require drug dealers to declare their illegal income, or face additional criminal penalties on top of the already established penalties for buying, possessing and selling drugs. The South Carolina blog FitsNews describes the new law as "bureaucracy for terrorists." "In the long and storied history of utterly retarded legislation in South Carolina, we may have finally found the legal statute that takes the cake for sheer stupidity, which we think you’ll agree is saying something," the unsigned blog posting scathingly commented. The individual relates how he became “nasty” and “violent” just weeks into taking the drug, adding that he would “snap” and be mean to people for no reason. Another poster reveals how his son-in-law “completely changed on suboxone,” and that the drug sent him into “self-destruct mode.” A user named ‘Jhalloway’ also tells the story of how her husband’s addiction to suboxone was “ruining our life.” A poster on a separate forum writes about how he became “horribly aggressive” towards his partner after taking 8mg of suboxone. A website devoted to horror stories about the drug called SubSux.com also features a post by a woman whose husband obtained a gun and began violently beating his 15-year-old son after taking suboxone. According to a Courier-Journal report, suboxone “is increasingly being abused, sold on the streets and inappropriately prescribed” by doctors. For some users, it is even more addictive than the drugs it’s supposed to help them quit. As we previously highlighted, virtually every major mass shooter was taking some form of SSRI or other pharmaceutical drug at the time of their attack, including Columbine killer Eric Harris, ‘Batman’ shooter James Holmes and Sandy Hook gunman Adam Lanza. As the website SSRI Stories profusely documents, there are literally hundreds of examples of mass shootings, murders and other violent episodes that have been committed by individuals on psychiatric drugs over the past three decades. Pharmaceutical giants who produce drugs like Zoloft, Prozac and Paxil spend around $2.4 billion dollars a year on direct-to-consumer television advertising every year. By running negative stories about prescription drugs, networks risk losing tens of millions of dollars in ad revenue, which is undoubtedly one of the primary reasons why the connection is habitually downplayed or ignored entirely.

Yes, I do agree with your accessment that the FBI as your nations top law enforcement agency, will as part of their investigation, is sure to check this young mans computer for hate and/or other sites he has shown an interest in. This would be part and partial to their complete process of investigation to rebuild the incident to a full conclusion.
In of the drugs connected to the young man, it is an additional factor of accessary causes to his actions, but not entirely conclusive as the agent of his actions. For no matter the adjoining factors of cause and effect of drug use, it still is a matter of personal responsibility.
The drugs did not pull the trigger, the hand that belongs to this young man held the gun, and it was his finger that pulled the trigger that fired the weapon that inturn gave cause to the violent deaths of 9 other people.
