Not sure where you found this, but it is I believe: Der Struwwelpeter. A group of childrens stories for naughty children to scare them in to being good. The picture is a tailer chasing a naughty child for sucking his thumb.
These were nasty stories I would not read to my own children for any manner.

Karl, yes, you are right. These stories are pretty scary but they had a moral ground and they were just exaggerations. I grew up on brothers Grimm stories and they are not much more optimistic! Here is more about the book with these stories: de.wikipedia.org/wiki/Struwwelpeter |
