As you have presented, moving water is nothing to ignore for water in motion becomes a solid or if compressed. Usually those dry stream beds with only a small trickle of water shown, is natures trick, for shortly then, the remainder of a full blown flood has a tendency to follow very quickly.
For as shown is not unusual in dry desert like areas, for very often, the road in the stead of a bridge, will usually use the dry wash as the road bed.
