In Russia, ATM (debit) cards are common, but credit cards are very rare. Credit is usually applied for right in the store at a special counter. Also, very, very few stores accept anything but cash.
In the whole former USSR, only Estonia, Latvia and Lithuania (as EU members) are showing increases in credit card use. Even ATM cards are a rarity in most of the former republics.
