At the University of Massachusetts, even in the depths of winter, I saw students wearing shorts and flip-flops... trudging through the snow in basically bare feet and bare legs! I don't know how they could stand it, either.
Only foreigners (and very ignorant foreigners, at that) in Russia wear shorts. Even in southern Russia, men wear long pants and women wear skirts. The only exception is actually right on a beach, when you wear swimsuits instead. Wearing shorts (except as housewear or pajamas) is considered extremely uncouth in Russia.
