Tis area was in Poland before WW I and now in Belarus, part of Russia. The borders changed largely as a result of World War II. Poland was "moved" to the west, and Belarus and Ukraine were enlarged westward. However, neither the Belarussian SSR nor Belarus today were ever "part of Russia." That said, to add to the confusion, if/when you visit Belarus, some of your travel documents will be issued by the Belarussian government, and some will be issued by the Russian government, since there is technically a union between the two countries that exists currently pretty much only on paper.
