Folks,
Back to the subject of this thread. What is this attack on mass media outlet TVN24 all about?
The sudden attack into Polish independent mass media TVN24 is very worrisome for the plurality, pluriform news, diversity in media and the role and function of media in the Free and Democratic Republic which Poland is or was. It is okay to have government press, Public Relations and Communication, but next to a Pro-government press you need an opposition press and neutral and objective press which honors the principle of Audi alteram partem (or audiatur et altera pars). "Listen to the other side", and "let the other side be heard as well".
It is quite serious when a government want to block domestic or foreign press/media or a foreign owned national broadcaster in this case. But I see the larger picture, historical links and the reason for this Polish government policy.
Discovery Channel (known as The Discovery Channel from 1985 to 1995, and often referred to as simply Discovery) is an American multinational pay television network and flagship channel owned by Discovery, Inc., a publicly traded company run by CEO David Zaslav. As of June 2012, Discovery Channel was the third most widely distributed subscription channel in the United States, behind TBS and The Weather Channel; it is available in 409 million households worldwide, through its U.S. flagship channel and its various owned or licensed television channels internationally.
Discovery Channel initially provided documentary television programming focused primarily on popular science, technology, and history, but by the 2010s had expanded into reality television and pseudo-scientific entertainment.
As of September 2018, Discovery Channel is available to approximately 88,589,000 pay television households in the United States.
In Bulgaria, Czech Republic, Croatia, Hungary, Poland, Romania, Slovakia, Serbia and Slovenia, Discovery Channel is carried by most cable television and IPTV (Internet Protocol television) providers with all the content subtitled in the respective languages. Additionally, it is also available on digital satellite platforms in Czech Republic, Poland and Slovakia (sometimes requiring an additional fee). In Poland, nc+ broadcasts the programs dubbed in Polish and in original English. A few other channels from Discovery are also in offer, like Discovery Historia, launched in cooperation with Polish broadcaster TVN, which later ended.
Internet Protocol television
Internet Protocol television (IPTV) is the delivery of television content over Internet Protocol (IP) networks. This is in contrast to delivery through traditional terrestrial, satellite, and cable television formats. Unlike downloaded media, IPTV offers the ability to stream the source media continuously. As a result, a client media player can begin playing the content (such as a TV channel) almost immediately. This is known as streaming media.
Although IPTV uses the Internet protocol it is not limited to television streamed from the Internet (Internet television). IPTV is widely deployed in subscriber-based telecommunications networks with high-speed access channels into end-user premises via set-top boxes or other customer-premises equipment. IPTV is also used for media delivery around corporate and private networks. IPTV in the telecommunications arena is notable for its ongoing standardisation process (e.g., European Telecommunications Standards Institute).
IPTV services may be classified into live television and live media, with or without related interactivity; time shifting of media, e.g., catch-up TV (replays a TV show that was broadcast hours or days ago), start-over TV (replays the current TV show from its beginning); and video on demand (VOD) which involves browsing and viewing items of a media catalogue.

TVN (Polish TV channel)
TVN is a Polish free-to-air television station. The broadcaster was co-founded by Polish businessmen Mariusz Walter, Jan Wejchert and Swiss entrepreneur Bruno Valsangiacomo. It is owned by TVN Group, which as of March 2018, is a subsidiary of Discovery Inc.
TVN was available by satellite, cable television and digital terrestrial television.
International
Discovery Channel reaches 431 million homes in 170 countries. Discovery Communications currently offers 29 network brands in 33 languages. In a number of countries, Discovery's channels are available on digital satellite platforms with multiple language soundtracks or subtitles including Spanish, German, Russian, Czech, Hindi, Tamil, Telugu, Bengali, Dutch, Portuguese, Italian, Norwegian, Swedish, Danish, Finnish, Turkish, Greek, Polish, Hungarian, Romanian, Arabic, Slovene, Japanese, Korean and Serbian. In Bulgaria, Discovery has, since 2000–2001, displayed Bulgarian subtitles by all cable providers and since 2010 – with Bulgarian dubbing for some shows.
TVN24 is a Polish 24-hour commercial news channel, launched on 9 August 2001. Being a part of the TVN Network, TVN24 has been owned since July 2017 by US-based TV content provider Discovery. It gained broader popularity after the September 11, 2001 attacks in the US, which was the first major incident to be covered by TVN24. It is available over all digital platforms in Poland (Cyfrowy Polsat and nc+) as well as in most cable networks and some networks in other countries, including USA (Dish Network) and Germany. The audio portion of the channel can be streamed on the internet.
On 6 February 2018, the European Commission approved the deal. Since Liberty Global, which operates pay television services in Poland under the UPC Polska brand, is a major shareholder in Discovery Inc, EU competition law required that Discovery ensures the continued availability of TVN24 and TVN24 BiS to third-party TV providers.
The TVN24 team is also responsible for the TVN flagship newscast, Fakty TVN. During major events (most recently September 11 attacks, Pope John Paul II's death and the Polish presidential plane crash), TVN24 is transmitted by TVN which has much wider broadcast range.
Launched on 30 November 2012, TVN24 is the longest-established HD news channel in Poland and East-Central Europe.
Editorial stance and reception
TVN24 tends to be strongly critical of the Polish government under the Law and Justice (PiS) party. Historian and columnist Timothy Garton Ash has praised Fakty TVN, writing that it is far more professional than Telewizja Polska's (TVP) Wiadomości (News). Ash wrote in 2019: "The Facts is not BBC-style impartial: it clearly favours a more liberal, pro-European Poland and is strongly anti-PiS. But unlike the so-called News, it is still definitely professional, high quality, reality-based journalism."
Timothy Garton Ash CMG FRSA (born 12 July 1955) is a British historian, author and commentator. He is Professor of European Studies at Oxford University. Much of his work has been concerned with the late modern and contemporary history of Central and Eastern Europe. Ash praised the professional, high quality, reality-based journalism of Fakty TVN, the flagship newscast of TVN, one of Poland's major television networks. The programme was launched on 3 October 1997, which was also the first day of the entire TVN. As of May 2019, it has an average audience of 3.2 million viewers, making it Poland's most watched television newscast.
Cheers,
Pieter
