I wasn't surprised that this is occurring in Dubai. After all they are one of the more moderate Muslim countries, are they not?
Living in the desert, and being able to procreate your first cousins, has improved the Muslim DNA to the point of them being able to rationalizing inhumane behavior as a normal consequence of their actions.

Pieter
I have heard of these deplorable conditions imposed upon construction workers in Dubai, it is very neglectful and done with disdain to human dignity... For every Paradise, it would appear that an opposite as a curse upon the backs of the disadvantaged..
Perhaps my self holds a very negative view point of Arab business people that perhaps needs be reconciled from past experience...
Arabs are a crafty lot to speak of nicely. They enjoy to play a fisch in a pond with western opposites. It is foolish to play their game of several meetings of nonsense discussing their horses and camel races, it is just a ploy to wear down their opposites to then bargain down what ever values are on the table of services and/or goods.
Perhaps my self is singing in the wrong choir from the wrong book, but I do not think so. One meeting is sufficient for introduction of the meeting, provide for proper understanding of the equipment in question they are interested to purchase, provide the terms of payment, conclude the meeting, and get out.
All things other then business is a waste of time, these Arabs wish to exchange nonsense, then they have the opportunity to travel by what ever they own to Egypt and play with the prostitutes and drink what ever whiskey they choose.
Yes, I must explain what Arabs do out of their lands. Egypt to Arabs, is a prostitute land, they hold little regard for Egypt and the people that to them, are simply chattels for nonsense..
Now,,where are my worry beads, I know they were here,, Oh,,,darn that monkey....

Pieter,
yes, these are awful things going on. I read about it first a couple of years ago and it was hard to believe! I hope that the more we would know about it, the more would be done to change it.
