The deadly – and precise – strikes on three vehicles carrying aid workers on Monday night in central Gaza was the first to involve Western European and North American aid workers, but the IDF’s targeted killing of unarmed individuals is far from unique in this conflict. In March, horrific video footage emerged from a captured Israeli drone showing four young Palestinian men – none of them armed or posing any obvious threat – killed while casually strolling on wasteland by a series of Israel Defence Forces (IDF) drone strikes. In January, two members of an Al Jazeera crew – Hamza Dahdouh, 27, and Mustafa Thuraya, 30 – were killed when the IDF conducted a targeted strike on a car. Just as with the strike that killed the aid workers on Monday, the vehicles were not posing any immediate threat to the IDF or Israel at the time of the killing. Israeli hostages have also been gunned down waving white flags as they shouted in Hebrew. So, what is going wrong? Why are so many innocent people being killed by the IDF using targeted weapons systems? Critics point to two overlapping factors: poorly defined rules of engagement and a culture of impunity that has been allowed to spread among IDF commanders on the ground.On discipline, Lt Gen Herzi Halevi, the IDF’s chief of staff, has tried on several occasions to rein in his men but he is constantly undermined by the country’s politicians who continue to dehumanise Palestinians and defend, even praise, IDF and police excesses.
