Jim, That is exactly why the ICS (Incident Command System) was invented to coordinate disasters within the USA. There are so many different meanings of words from one organization to another. The story is supposed to be the forest service was fighting a forest fire in California and they were getting help from the local fire departments and perhaps the military and other government agencies. One of the field bosses needed a flying tanker with fire suppressant and water to bomb a hot spot, so he radioed in the request. Someone sent him a regular fire department water tanker instead. After that the agencies got together and worked out the beginnings of the ICS, where they have a uniform command structure, positions and assets like tankers and personnel. We practice with it so much up here in Alaska (and yes, our scale of operation is relatively small) that I naturally had a lot of faith in FEMA and ICS moving in and doing all humanly possible to master the chaos of Katrina in New Orleans. Then we all learned what a political appointee can do to screw up a carefully crafted system. We amazed the world with our inability to handle that one crisis. No wonder Miranmar (Burma) is refusing our disaster assistance! Kai

I worked for the US Navy for lots of years and it was acronym city. Most people could not understand what we were talking about most of the time. But after awhile you get used to them all . And many were duplicates with different meanings. I used to check with an on line acronym list to find alternate meanings. i.e. CIA central intelligence agency CIA combat information authority Two truly different meanings from the same acronym
