What is a real value of inflation in the US?

Here is a graph that shows a differences in the way how inflation was calculated in 1993, 1998 and now. You can compare, if the inflation would be measured the old way it will be not 4% but 11.6%!

Wonder how they can adjust the inflation rate for the cost of energy? And who is going to believe this any way? You tell any American that the inflation rate is 4% and they'll tell you where to go.
