With out a crystal ball, it is difficult to accurately read the minds of those in authority. It would appear in this case as an old military tactic. That is to un-nerve your apposite with a great show of forces on their border as is the case at this point between Poland and Belarus by the Wagner forces. This is as a point, a counter for NATO forces to have demonstrated for the last few years and of course sanctioned by Mr. Putin.
The writing on the wall is, make concessions with Ukraine or face the music of these mad men forces of the Wagner group.
