I thought that Poland had joined the EU and all that involves in terms of commitment to the Union.

leslie, I guess, Poles are used to breaking the rules, 40 years of communism taught us this. So, it will take some time to be used to treating EU seriously. Did you not hear that rules and regulations are so that you can break them

Jaga So taking money from the EU is not something to be taken seriously?!!! Don't blame the communists for everything!!!
Has the Polish Government told their senior rules and regulations makers - the EU - that they just look on these to be broken? If so, would it not be better for Poland to leave the EU??!!

ps I met personally in 2003 in Warszawa the Minister who was responsible for negotiating Poland's entry into the EU - Danuta Hubner - didn't like her very much.

The industry of fishing has and is a very competitive and volatile business. For much is at high stake with only an allotted time of active fishing with fish stocks that must be both guarded and yet available for fishing.
The EU Commission is as being a 3rd party policing entity. Must take to mind for all responsible parties with fairness and yet insure of sufficient fish stocks will survive for future catch.
With provided quotas, it has been very common for some misreporting of catch loads on incoming trawlers. This is understood to an extent. But, as the situation becomes a flagrant disreguardment of the rules. Then in self endangers the remaining fleets even though maintaining their catch limits, are not locating sufficient fish stocks to fill their quota. It simply means the fish are not there for they have been over fished beyond their reproductive abilities.
The limits are set for a good and valid reason that should never be ignored for it is to the benefit of the many, not for just the few.
Polish fishing fleets, I am not exact on. But, would safely say, they follow fairly well most as other national fleets follow. For say as there are only 12 allowable fishing days out of 30. To keep a fleet afloat, each individual vessel must be the top of line in the most modern of navigational equipment, hull design and related of most modern design.
For each design is for a different purpose, in use and ability. But what is constant, is the expenses. The accountant sheet of profit and loss is very slim. Just alone of running cost of fuel use, wear, hull upkeep, down time and crew expenses, interest paid for advances in preseason operations cost, and so on.
I am not so sure of the Polish situation in as much to government transfer of percent advancement. In Germany it is 3% based on a three year average.
For the German fleet. There are specialized vessels that are designed for a specific purpose of fish stock type, location and water conditions.
One of the most modern and powerful {these will have a 2 diesel motor configuration} are called: {Pelagic Trawler} they are of a hull design of between 90 to 129 meter. They are fast and very powerful with a designed power of 4 280 Kw. But, they are all sea ability using the speed and refrigeration capacity of 37 800 ton {metric} and as such, to be financially viable, must fish of 294 days of 365 in the year. So they are used in not just the local water of North See, Baltic but much of foreign waters as far as Africa.
With speed in design, goes also a shortening in life span, being of average of 12 years versus of short range high turn around ships of 15 to 27 years life. At end run of use, the vessels then are scrapped out.
The different ship configurations used such as: Ground Fisch Trawler/Shrimper/Trawler Cutter/Coastal Vessel/Coastal Purse Seiner/Fresh fish Trawler and Factory Trawler. All have purpose designed hull for specific use in specified waters. In as so also, the operations cost/profit line is different.
But one constant is: They must all show an end of season profit in cash flow, or be faced with scrapping.
This is the price of over fishing and ignoring for profit, the protection of fish stocks. It is vast unemployment of fishing crews, related industry associated with fishing. And with this, the public will suffer through high retail purchase price and importation from a foreign source, a higher percentage for fish products.
This is the price of lying.
